Scott has managed the Colorado Division of GVNW since April 2003, having moved to Colorado from Illinois, where he was the GVNW office manager.  He is responsible for directing the overall work flows for the division and ensuring that resources are available and allocated as required to accomplish projects.

Prior to working for GVNW, Scott had thirty years of progressively responsible telecommunications experience with small telephone cooperatives in Montana and Alaska.  He was General Manager of Copper Valley Telephone in Valdez, Alaska, and CEO of Matanuska Telephone Association in Palmer, Alaska before moving back to the “lower 48” and joining the GVNW team.

In addition to his management responsibilities, Scott served as a director of Western Rural Telephone Association, member and vice-chair of the Industry Committee of NTCA, and President of the Alaska Telephone Association.  In those capacities, he was regularly called on to lobby legislators at both the state and national levels on various issues affecting small telephone companies, including working on parts of the Universal Service Funding sections of the Telecommunications Act of 1996.  Scott has testified before the Federal Communications Commission, and has been a member of many select industry panels discussing the impacts of various regulatory, technological, and marketplace changes on small telephone companies.

In addition to small telco advocacy, Scott’s areas of expertise include general management, corporate business planning, board / management strategic planning and retreats, mergers & acquisitions, and telecommunications company operations.
